U. S. Coast Guard Commandant Admiral Thad Allen, Friday announced the opening of two Coast Guard National Centers of Expertise at the International WorkBoat Show in New Orleans, La. The Investigation National Center of Expertise (INCOE) in New Orleans and the Outer Continental Shelf National Center of Expertise (OCS NCOE) in Morgan City, La. are envisioned to capture the best practices of investigations and Marine Safety and incorporate them into advanced training opportunities throughout the Coast Guard. A total of seven Coast Guard NCOEs are being established around the country to provide venues for professional development and exchange between industry partners and the Coast Guard.   • Three people were injured due to a collision between a 25-foot Coast Guard boat and a commercial tour boat in Charleston Harbor Saturday evening. A 41-foot Coast Guard utility boat from Station Charleston evacuated the 24 passengers on board the tour boat and transported them to Charleston Harbor Marina. The collision is under investigation.   • Guardians from Station Ponce De Leon Inlet, Fla., alerted by a good Samaritan, responded to a capsized vessel with three boaters in the water near Daytona Beach. A rescue crew in a 25-foot rescue boat rescued three men who were later treated for slight hypothermic conditions. None of the men were wearing life jackets. Guardians cautioned that wearing a life jacket greatly increases chances for survival during an emergency.Story here
