ALCGPSC 128/16 – OFFICER AND ENLISTED EVALUATION STATUS UPDATE
Under the sponsorship of the Human Capital Strategy, two important updates to the Services’ evaluation systems are forthcoming.
- Officer Evaluation Report (OER): In December 2015 an Officer Evaluation System Change Action Team (OES CAT) was chartered by CG -1 to assess the current OES and make recommendations to improve effectiveness and efficiency. The OES CAT, consisting of a cross section of members from throughout the Service, delivered their final report in June 2016. The report recommended several policy and form changes that resulted in new OER forms that will go into effect on 1 January 2017.
- Enlisted Evaluation Report (EER): An Enlisted Evaluation System (EES) Integrated Product Team (IPT) was recently added to the Human Capital Strategy. The EES IPT will update Enlisted Evaluation Report (EER) forms and examine policy changes that support enlisted work force management efforts. The updated EER forms will align performance expectations taught in leadership continuum courses with observed member performance. Policy updates will reduce administrative burden and analyze impacts to the workforce. Additional information will be available as the EES IPT progresses.
ALCGPSC 130/16 – PY17 FEBRUARY REGULAR-TO-RESERVE COMMISSION APPOINTMENT PANEL
A Regular to Reserve Commission Appointment Panel is scheduled to convene on 13 February 2017 to consider current and former regular Coast Guard officers for a commission in the Coast Guard Reserve.

ACN 406/16 – UPDATED DISMISSAL AND CLOSURE PROCEDURES FOR EMPLOYEES AND MILITARY MEMBERS
This ALCOAST reiterates updated dismissal and closure procedures and guidance issued by the Office of Personnel Management (OPM) and implemented by DHS.
ALCOAST 409/16 – RESOLICITATION FOR THE BOAT FORCES ADVISORY COUNCIL (BFAC)
This message solicits members for the Boat Forces Advisory Council (BFAC). The Boat Forces Advisory Council serves as a valuable communications conduit between the field and the Office of Boat Forces. The BFAC is chaired by the Joshua James Ancient Keeper (JJAK), with membership consisting of both standing and nominated members, as well as at-large members and advisors. BFAC members represent a cross section of the boat forces community and must reflect the highest level of boat forces knowledge, professionalism, and personal conduct.
