ALCOAST 420/16 – GOLD AND SILVER ANCIENT TRIDENT SELECTION
This ALCOAST announces the selection of RADM Linda Fagan as the inaugural Gold (Officer) Ancient Trident and MSTCM Richard Hooker as the inaugural Silver (Enlisted) Ancient Trident.
An official ceremony honoring the recipients is being planned.
ALCOAST 419/16 – DEPARTMENT OF HOMELAND SECURITY (DHS) CHIEF FINANCIAL OFFICER (CFO) AWARDS PROGRAM
This ALCOAST announces the 10th annual DHS CFO Awards for Excellence to publicly recognize individuals and teams who have delivered exceptional service and made significant contributions to DHS financial success and performance during Fiscal Year (FY) 2016. The awards program allows leadership to nominate highly motivated and accomplished financial management staff for recognition of their achievements. The program includes up to 12 awards in 6 categories for eligible individuals and teams of no more than 20 people.
Personnel interested in sitting on the panel shall submit requests to Ms. Stacy Spadafora by Dec. 2, 016.
ACN 418/16 – HUMAN CAPITAL STRATEGY INITIATIVE – ADPL SPECIALTY CONSIDERED SELECTIONS (SCS)
This ALCOAST announces the promulgation of Change 5 to Officer Accessions, Evaluations, and Promotions, COMDTINST M1000.3A, authorizing Specialty Considered Selections (SCS) for Active Duty Promotion List (ADPL) selection boards. A new article, 6.B.14., has been added. SCS implements the program that started as Enhanced Status Quo. This provides a tool for selection boards to select fully qualified officers possessing certain skills needed to meet service needs at the next higher grade.

ACN 416/16 – PROMULGATION OF CH-3 TO MILITARY SEPARATIONS
This ALCOAST announces the promulgation of CH-3 to Military Separations Manual. This Commandant Change Notice updates military separations policy by formally incorporating changes issued and made effective by the release of REFs B-F as well as approvals of various recommendations and decision memoranda submitted by Headquarters staff elements and field commands.
ALCOAST 414/16 – DUTY TO PEOPLE – PROMULGATION OF RESERVE CLASS C-SCHOOL REQUESTS, ALLOCATIONS, AND USAGE DASHBOARD
